On January 7, 2018,the ceremony of transferring Xiamen Foreign Service Centre (hereinafterreferred to as XMFSC) was held at ITG Centre. According to the Notice of the General Office of Xiamen Municipal People’sGovernment on Issuing Working Plan for Cleaning up Enterprises run byGovernment Agencies and Institutions andthe Notice of the Municipal Bureau of Finance on Advancing the Transfer,Integration and Cleanup of Enterprises run by Government Agencies andInstitutions, XMFSC, the public institution subordinated to The Foreign andOverseas Chinese Affairs Office of Xiamen Municipal People’s Government, andthe 7 wholly-owned or holding subsidiary companies were restructured andtransferred to ITG Holding Group.

Formerly known as"Xiamen Foreign Friendly Cooperation Service Center", XMFSC wasestablished in July 1985 with approval from Xiamen Municipal Economic and TradeCommission and subordinated to Xiamen Municipal People’s Association forFriendship with Foreign Countries. In October 1987, according to the reply ofMr. Xi Jinping, vice mayor at that time, Xiamen Foreign Affairs ServiceDepartment was established and it belonged to The Foreign Affairs Office ofXiamen Municipal People’s Government as a section. In February 1991, XiamenForeign Affairs Service Department was officially renamed as “Xiamen ForeignService Centre” with approval from Xiamen Municipal Government. It was adivision-level institution implementing enterprise management, independentaccounting and self-financing.

In the past 33 years,XMFSC has been expanding its business. Now there are three main businesssegments, namely protocol service for foreign affairs, service on entry andexit, and human resources service. It provides services such as reception andprotocol service, consulate compound management, international exchange, visaapplication and legalization, APEC Business Travel Card, Invitation forforeigners to come to China, HR service for foreign consulates in Xiamen,representative offices of foreign enterprises in China and foreign-investedenterprises, outsourcing HR service, international tourism, studying-abroadservice, etc. There are seven subsidiary companies under XMFSC: Xiamen FSCHuman Resource Co., Ltd., Xiamen FSC Overseas Service Co., Ltd., XiamenFriendship International Travel Service Co., Ltd., Xiamen Youhao InternationalConsulting Co., Ltd., Quanzhou FSC Human Resource Co., Ltd., Zhangzhou FSCHuman Resource Co., Ltd. and Xiamen Qianjin Zhongcheng Human Resource Co., Ltd.

The integratedtransfer to ITG Holding Group will definitely provide a wider space for thedevelopment of Xiamen Foreign Service Centre. The new situation, new system andnew mechanism will also inject new vitality into the development of XiamenForeign Service Centre.
